Academician Chang returned to Taiwan and helped found the Research Center for Applied Sciences (RCAS) of Academia Sinica in 1998. He visited local universities and the Industrial Technology Research Institute several times, and called for meetings to achieve a consensus about the research directions and identities of RCAS. He also encouraged Academician Chen-Shui Tsai to become the first Director of RCAS in 1999. Academician Chang continued to serve in the advisory committee of RCAS.
