It is with great pleasure to announce that the PNC 2018 Annual Conference and Joint Meetings will be held in conjunction with Digital Heritage 2018 3rd International Congress & Expo at Fort Mason Center for Arts and Culture, San Francisco. This gathering marks the 25th anniversary of PNC. The Congress is jointly organized by the International Society on Virtual Systems and MultiMedia (VSMM), IEEE Society on Social Implications of Technology (SSIT) and Pacific Neighborhood Consortium (PNC). The Congress brings together leading experts and researchers from fields including information technology, humanities and social sciences. The event is expected to attract more than 300 experts and scholars from more than 10 countries and regions.
The main theme of this year’s PNC conference is “Human Rights in Cyberspace.” Internet technology have profound effects in our daily lives. Information technology has been widely used in facilitating research, archive, preservation, demonstration and education. At the same time, the advancement in technology and information exchanges has also led to public concerns and challenges about security and privacy in cyberspace.
This year we are honored to have many distinguished speakers in the event. Dr. Vinton G. Cerf, the Vice President and Chief Internet Evangelist of Google, is widely known as one of the “Fathers of the Internet” and the co-designer of the TCP/IP protocols. The second keynote speaker is Prof. Lin-shan Lee, Academician of Academia Sinica and Professor of Electrical Engineering and Computer Science at National Taiwan University. Prof. Lee is a programming pioneer, who developed the first speech-recognition device for Mandarin, including speech synthesis and large vocabulary speech recognition. In his talk, Prof. Lee will explain the basic concepts, problem and technologies developed for the spoken version of Google.
The third keynote speaker, Dr. Brewster Kahle is the founder and Digital Librarian of the Internet Archive, which is one of the largest digital libraries in the world. Dr. Kahle will share with us the insights on future Internet and problem with open Internet as he dedicated his career toward providing Universal Access to All Knowledge. The fourth keynote speaker, Prof. Sarah Kenderdine, Professor of Digital Museology at École Polytechnique Fédérale de Lausanne (EPFL) will explore interfaces for cultural data sculpting, investigate trans-narrative experiences of object databases and film archives in her talk. Currently, Prof. Kenderdine leads the Laboratory for Experimental Museology (eM+), a new transdisciplinary initiative at the intersection of immersive visualisation technologies, visual analytics, aesthetics and cultural data.
The other two keynote speakers are leading experts in information and law. Prof. Deirdre Mulligan, Associate Professor of School of Information at University of California at Berkeley, will explain the importance of rescripting search to respect the right to truth in developments of business and human rights. Prof. Chris Jay Hoofnagle, Adjunct Professor of Information and Law at UC Berkeley, will discuss the Internet of Things and challenges in consumer protection in the digital era.
The other topics to be explored in the 17 concurrent sessions are: digital heritage artificial intelligence, information technology, digital humanities, linked data for cultural heritage, biodiversity, and human rights in cyberspace.
Since its inception in 1993, the mission of consortium is to foster the exchanges of academic resources and sharing of information technologies among the higher education and research institutions around the Pacific Rim. Since 1997, the administrative operations have been transferred to Academia Sinica.
