At a ceremony on October 18, 2011, President Wong announced his vision as well as internal leadership changes. Along with incumbent Vice President Academician Fan-Sen Wang (Division of Humanities and Social Sciences), Academician Shie-Ming Peng (Division of Mathematics and Physical Sciences) and Academician Chien-Jen Chen (Division of Life Sciences) were appointed as Vice President during his second term.

At the ceremony, which took place at the Center of Academic Activities, President Wong emphasized that, with the solid foundation established previously the institution will continue to pursue academic excellence and become a world-class research academy involved in cutting edge research in sciences and humanities and nurturing future academic leaders. Future efforts will include: improving Taiwan's academic environment and regulatory system to attract and cultivate more innovative researchers; bridging the gap between academic research and innovative development; building the National Biotechnology Research Park to aid the rise of Taiwan's biotech economy; promoting international cooperation; advocating academic ethics and self-discipline to avoid conflicts of interest; and pursuing sustainability science to harmonize natural resources and the development of human society.

During the ceremony, President Wong thanked outgoing Vice Presidents Chao-Han Liu (Academician since 1998 and Vice President 2006-2011) and Andrew H.-J. Wang (Academician since 2000 and Vice President 2006-2011) for their hard work and contributions to Academia Sinica.
