內蒙古民族曲藝團正式成立於一九八七年，現有演員三十名。成立以來，共演出一千八百多場，並先後十二次參加大陸全國性曲藝賽和國際比賽，計獲得文華獎、牡丹獎和九七年蒙古國際幽默藝術節專項一等獎、最高榮譽等創作表演獎四十多項。一九九九年時，該團被大陸文化部收入《中國著名藝術表演團體》一書，並先後至新加坡、菲律賓、蒙古、日本及港澳台等地演出，以純真的民族風情和精湛的演藝向世界展示了內蒙古的嶄新風貌。 學術活動 生 物化學研究所特聘研究員兼所長王惠鈞，於十一月九日至十四日赴新加坡出席「第九屆亞太生物化學暨分子生物學會大會」；出國期間，所務由邱副所長式鴻代理。中 山人文社會科學研究所研究員湯德宗，應日本東京大學法學院之邀，自九十年十一月一日起至九十一年一月卅一日赴該校擔任客座教授，講授「行政法」及「環境保護法」課程。社 會學研究所研究員兼所長章英華，因執行「華人家庭動態調查計畫」，於十一月五日至十一日前往北京中國社會科學院人口學研究所商討合作計畫有關事宜；出國期間，所務由副所長張茂桂代理。 |

公 告◇◆中央研究院組織法修正案修正重點說明
壹、前言
中央研究院組織法自民國十七年十一月九日國民政府公布施行迄今，已七十三年，其間雖曾多次修正，以應院務發展需要，惟其最近一次之修正，係在七十九年一月二十四日，距今已逾十載。十年來國內外科技發展日新月異，中央研究院（以下簡稱本院）研究領域亦不斷變遷與擴展，現行組織法已難因應本院目前之業務運作及未來之發展需要。為有效增進本院之研究成果，突破未來發展之瓶頸，並達成社會對本院之高度期望，爰擬修正本院組織法。
本院組織法修正工作歷時數年，期間召開三十餘次會議，於八十七年五月完成初版。幾經轉折，於八十九年五月十六日函送總統府。本院當時係以長期發展之需要擬定修正草案，現今客觀情勢變動，如原擬設置之國際研究生學院囿於目前法令之限制，將採與國內各大學合作之模式進行；又國家目前財政狀況未如預期，組織法修正幅度亦考量酌以縮小。
貳、修正重點
一、增訂本院任務
本院各所歷年來皆聘有「博士後」研究人員，一則參與協助研究，二則延續其博士階段之研究培訓。在未來數年，中研院亦將與台大、清大、交大、陽明等多所大學合作，共同培訓研究生（本院原擬自行設立之國際研究生學院已暫緩）。為使名實相符，擬於本院任務加列「培育高級學術研究人才」一款。（新增第一條第三款）
二、貫徹任期制度
為發揮權責職能，提高行政效率，政府機關首長及行政主管皆應有法定任期。本院各研究所所長及籌備處主任皆有任期，惟院長則無。為貫徹任期制度，院長亦應有制度化之任期。而為保持學術研究之超然獨立，院長任期宜與其他民選政府公職有所區隔，以五年為宜。院長得連任一次，既能便利院務推動，亦能兼顧學術領導之適時更新。（增列第三條第三項）
三、加強跨學科研究
本院各研究所之設立，向以單一學科為原則，以利各該學科基礎研究之從事。惟有些特別重要之學術研究領域，常須數個學科之學者長期通力合作，方能有所成就及發展。為切實因應此種跨學科新興領域之研究需要，本院應在不擴充員額之前提下，於研究所之外另行設置跨學科之「研究中心」。（新增第十七條）
四、增置研究技術人員
本院甚多貴重高科技精密儀器之維修操作，以及實驗器材之設計製造等，均需特具專才之技術人員始能勝任。此類人員或因用人考試缺乏相關領域，或因其就業管道較廣而不易延攬。擬在不擴充員額之前提下，增列得置「研究技術人員」之規定，以免此類目前以約聘僱方式進用之人員，常因屬非正式編制內人員而無法久任，影響研究工作之推動。（新增第十八條）
五、增設儀器服務中心及學術事務組
為有效調度使用本院精密儀器，擬於本院總辦事處下加設「儀器服務中心」，並置主任一人，俾便協調管理。另為整合全院學術審議事務，擬於總辦事處下加設一「學術事務組」，置組主任一人。前述新增組織所需員額，短期間亦可於本院既有員額內調度。（修正第二十二條）
六、其他
院長產生方式改變。（增列第三條第二項）
學術諮詢總會執行秘書提高職務列等為簡任第十三職等至第十四職等。（修正第二十一條）
增設副院長一人及總辦事處副處長一人（修正第三條、第二十三條）
